Regulation based conduct always depend on the success of implementation of regulation. What is necessary is constant build up of ethical behaviour of the governed and governing organs.
However, regulations ever aim at improvement and are welcome. True, to certain extent regulations attempt to regulate the behaviour and improve the ethical aspects of the concerned. Practice makes one perfect and effectively implemented regulations help improved compliance which means more ethical behaviour.
